What should I do?

I'm currently 13 and a few days away from being 14 I've "played" softball since I could pick up a bat, but never for a team. I've always just played in the backyard with my dad. He used to be a baseball player. I want to join a team but I'm not sure if I could, I'm also in my school band and hardly ever have free time on the weekends. Softball has just always been something I wanted to do.

This will come down to time management and how badly you want to play on a team. If you have a passion to do this, speak with your parents and discuss how you can fit in softball, while ensuring your grades to not go down and continue with band. If you can figure out how to do that, and I am sure your parents will be great at helping you figure out how to make all this work, then go and find yourself a team to play on.
